Survey Introduction:

Welcome to the Fairbury Housing Needs Assessment Survey! This survey is part of the public outreach conducted by the Fairbury Housing Authority in conjunction with the Southeast Nebraska Development District (SENDD).

The purpose of this survey is to help the planning team further understand the housing needs of the City of Fairbury, NE. Your responses will help to describe current housing supply, demand, and affordability within our region and begin to identify what types of housing may be needed in the future. The Housing Needs Assessment will identify potential targeted improvement strategies or actions. Your responses will remain anonymous, and results will be presented in aggregate form only.

Parkview has a tenant committee that schedules a variety of activities including game nights, Bingo, pot lucks, community picnics and social gatherings at for Family Day, Halloween and Christmas.

Parkview Apartments in Fairbury, Nebraska is based on income to those 18 years and older. The Fairbury City Park, Frontier Fun Park and Fairbury City Pool sit next to Parkview Apartments.

Parkview Apartments is a non-smoking campus consisting of 59 units with 6 different floor plans. The building has an onsite manager and maintenance with many security features including secured building entrances.   Covered parking stalls are assigned on a first-come, first-served basis for an additional charge.  Storage units are also available well below market rate.

Utilities Included

Parkview Apartments offers income-based housing available to all qualifying individuals 18 years of age and older. Rental rates include natural gas, water, sewer, trash, basic cable, and an electric usage allowance. These features allow residents an affordable but safe place to call home, with predictable monthly living expenses and a secured building.  Some units offer accessibility features such as step-in bathtubs, roll in showers, and lower kitchen cabinetry.  All units provide grab bars in the bathtubs.

Upgrades

In 2014 Parkview Apartments began a $2.5 million modernization project through a HUD Emergency Funding grant which included:

  • New Elevator
  • New Boiler
  • Laundry Rooms on all Five Floors
  • Updated Fire Security System
  • Enhanced Building Security Features
  • Updated Bathroom Lighting

In November 2017 the Authority was awarded a $750,000 modernization grant through the Federal Home Loan Bank of Topeka. Thanks to Heartland Bank for sponsoring the application.  The following modernization efforts were made possible:

  • Replace Unit Heating System in all 59 units
  • Add Air Conditioning to Units on the 3rd, 4th & 5th floors
  • Expand tenant parking to include 23 additional parking stalls
  • Replace Building Central Air Units for Building Commons
  • Expand tenant parking to include 23 additional parking stalls
  • Replaced Roof on main building and maintenance area
  • Improved hallway lighting and new paint for a lighter and brighter feel.

In recent years a total of $1.8 million has been spent to improve tenant, comfort, safety and convenience.  Another $600,000 in improvements has started with completion dates throughout 2023.

Rent Costs

Fairbury Housing Authority/ Parkview Apartments is an income-based housing option offering affordable and safe housing for low income individuals and families.  Rent is based upon 30% of an applicants total income with a maximum rate for each unit size.  Effective December 1, 2023 the maximum rent is as follows:

Security Deposit – the higher of $350 or one month’s rent.
